บทคัดย่อ
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาผลกระทบทางเศรษฐกิจจากการระบาดของโควิด-19 ในอุดรธานี เพื่อทำความเข้าใจเกี่ยวกับผลกระทบจากภัยคุกคามความมั่นคงรูปแบบใหม่นี้อันเป็นประโยชน์ต่อการจัดการปัญหาในลักษณะคล้ายคลึงกันในอนาคต มีวิธีการศึกษา คือ การวิจัยเชิงคุณภาพ โดยมี การสนทนากลุ่มเป็นเครื่องมือวิจัยสำคัญ ซึ่งผู้ให้ข้อมูลหลักเป็นผู้มีส่วนได้ส่วนเสียจากภาครัฐและเอกชนแบ่งเป็นกลุ่มเศรษฐกิจและกลุ่มสังคมกลุ่มละ 7 คน ผลการวิจัยพบว่า อุดรธานี ได้รับผลกระทบจากมาตรการปิดเมืองปิดประเทศ ซึ่งภาคการท่องเที่ยวได้รับผลกระทบหนักที่สุด ขณะที่การลงทุนก็มีธุรกิจปิดตัวมากขึ้นในช่วงการระบาด กอปรกับมีแรงงานย้ายถิ่นที่สูญเสียงานและรายได้จนต้องขอรับความช่วยเหลือจากภาครัฐอย่างมีนัยสำคัญ อย่างไรก็ตาม การค้าชายแดนได้รับผลกระทบไม่มากนัก เพราะส่วนใหญ่คือสินค้าอุปโภคและบริโภค เป็นที่ต้องการของตลาดประเทศเพื่อนบ้าน ข้อค้นพบสำคัญที่ได้จากการศึกษาคือ ภาคส่วนที่เกี่ยวข้องปรับตัวและพลิกวิกฤต ให้เป็นโอกาสด้วยการเสริมสร้างทักษะแรงงาน เช่น การใช้ช่องทางที่หลากหลายส่งเสริมการขาย การใช้เทคโนโลยีสารสนเทศเพื่อธุรกิจ นอกจากนี้ หุ้นส่วนรัฐ-เอกชน-ประชาชน เป็นกลไกสำคัญที่ช่วยให้ทุกฝ่ายฝ่าฟันวิกฤตครั้งนี้ได้
