บทคัดย่อ
การวิจัยมีวัตถุประสงค์เพื่อศึกษาคุณค่าอันโดดเด่นขององค์พระธาตุพนม และพื้นที่โบราณสถานโดยรอบ จากการทบทวนวรรณกรรมทางด้านประวัติศาสตร์ โบราณคดี ประเพณี วัฒนธรรม และสถาปัตยกรรม ศึกษาคุณค่าอันโดดเด่นขององค์ประกอบชุมชนเก่าธาตุพนม และศึกษากระบวนการจัดทำผังแม่บทให้เป็นแนวทางการพัฒนาพื้นที่ผ่านกระบวนการมีส่วนร่วมของผู้มีส่วนได้เสียในทุกภาคส่วน เครื่องมือในการวิจัยประกอบด้วยการสำรวจพื้นที่โดยการเก็บข้อมูลพื้นฐานของพื้นที่ปัจจุบัน ร่วมกับการสังเกตถึงลักษณะทางกายภาพที่เกี่ยวข้องในพื้นที่ ไม่ว่าจะเป็นสิ่งที่มีคุณค่าอันโดดเด่นเป็นสากล และสิ่งที่มีคุณค่ามรดกทางวัฒนธรรม รวมถึงสิ่งที่จับต้องได้และสิ่งที่จับต้องไม่ได้ ผ่านกระบวนการมีส่วนร่วม โดยการประชุมเชิงปฏิบัติการจากหน่วยงานที่เกี่ยวข้องในทุกระดับทั้งภาครัฐบาล ภาคเอกชน ชุมชน และผู้มีส่วนได้ส่วนเสียที่เกี่ยวข้องกับประเด็นสำคัญในการจัดทำผังแม่บท ผลของการวิจัยพบว่า มรดกทางวัฒนธรรมที่จับต้องได้ เป็นสิ่งที่สามารถมองเห็นสัมผัสและจับต้องได้ทางกายภาพ ครอบคลุมทั้งมรดกทางวัฒนธรรมที่เป็นวัตถุเคลื่อนที่ได้ และเคลื่อนที่ไม่ได้ รวมถึงมรดก
ทางวัฒนธรรมที่จับต้องไม่ได้ กระจายอยู่ในพื้นที่ศึกษา สามารถกำหนดเป็นแนวทางในการบริหารจัดการมรดกทางวัฒนธรรม เพื่อกำหนดการปกป้องพื้นที่สำคัญต่างๆ โดยแบ่งพื้นที่ออกเป็น พื้นที่ศูนย์กลางและพื้นที่กันชน เพื่อเป็นกรอบในการพัฒนาพื้นที่ ข้อสรุปของผังแม่บทโดยผ่านกระบวนการมีส่วนร่วมทุกภาคส่วน กำหนดแผนโครงการในการพัฒนาออกเป็นชุดโครงการ ประกอบด้วย (1) โครงการพัฒนาพื้นที่ศูนย์กลาง (2) โครงการพัฒนาพื้นที่กันชน 1 (3) โครงการพัฒนาพื้นที่กันชน 2 (4) โครงการสนับสนุนการเสนอพระธาตุพนมสู่มรดกโลก โดยทุกภาคส่วนเห็นชอบการจัดทำผังแม่บทบริเวณพื้นที่จะเสนอ
ขึ้นทะเบียนพระธาตุพนมสู่มรดกโลก เพื่อการอนุรักษ์และการพัฒนาในอนาคต
