A Study of Legal Status of University Academic Employees in Rajabhat Universities in the South of Thailand

Abstract
This study was aimed to study the legal status of the university employees in the south of
Thailand and to suggest the guidelines for revision of the laws to protect the university employees. The population was 1,292 university employees in Rajabhat Universities in the south of Thailand. The sample consisted of 306 participants. the research instrument was a questionnaire. The data was collected by
sending the questionnaire to the university employees in 5 Rajabhat Universities in the south of Thailand. The data was analyzed using mean and standard deviation, and documentary research using legal research methodology. The results revealed the following: 1) The mean score of the stability aspect of the university employees in Rajabhat Universities in the south of Thailand was at a moderate level ( = 3.06, S.D.= 0.73) as well as the justice aspect was also at the moderate level ( = 3.02, S.D.= 0.84). For the benefit aspect, the first place was the provident fund, there were 135 the university employees which equal 65.9 percent need the provident fund, and the second one is personal medical expenses (excluding
social security), there were 130 the university employees which equal 63.4 percent need personal medical expenses (excluding social security). 2) The guideline for revision the laws to protect university employees suggested that a general laws need to be created by the legislative branch which is classified into the act level of the legal hierarchy. The legal contents should cover the concrete fundamental rights of the university employees which is better than specifying on the regulations of each Rajabhat University without consideration of the legislation.
