- Driving the Policy on the Elderly Quality of Life Development Into Implementation in Sakon Nakhon Municipality -

Abstract
The main aim of this study is to investigate policy initiatives in the development of a policy of quality of life for the elderly at the macro and micro levels in Sakon Nakhon Municipality (henceforth SNM). This study investigates the factors that determine the implementation of the policy. It also sets out to explore guidelines for the development of the elderly’s quality of life in SNM. This qualitative research used in-depth interviews to collect the data from senior executives, officers, and the leaders of the elderly committee. Data from questionnaires and small group discussions gained from 400 elderly people were also manipulated. The content analysis was performed using mean, percentage, standard deviation, and multiple regression analysis. The current study found that the driving of the policy of improvement of the elderly’s quality of life into action involved assigning tasks and policy, putting the policy into action, carrying out the projects and activities for improvement of the elderly’s quality of life. In this study, factors affecting the implementation of the policy on the elderly’s quality of life were strategic planning, stakeholder participation, administrative resources support, follow-up and evaluation empowerment. These factors were found to provide a forecast on implementation of the policy on the elderly’s quality of life (65.2%) and guidelines for the development of the implementation of the policy on the elderly’s quality of life e.g. service development, environmental development for the elderly, professional development and employment, development of learning for the elderly.
