The Development of the Model to Enhance Staffs Participation in Developing toward Education Criteria for Performance Excellence (EdPEx) for Office of Registration and Evaluation, Sukhothai Thammathirat Open University Applying the SECI Knowledge Management Model and Action Research Model

Abstract

The objectives of this research were: 1) To study staff participation in developing Education Criteria for Performance Excellence (EdPEx) at the Office of Registration and Evaluation, Sukhothai Thammathirat Open University. 2) To develop a model to enhance staff participation in developing toward EdPEx by applying the SECI model and PAOR model. And 3) To trial, evaluate, and propose guidelines for using the model to enhance staff participation in developing toward EdPEx at the Office of Registration and Evaluation, Sukhothai Thammathirat Open University. This research consisted of two phases: Phase 1: Studied the participation of 189 personnel who cooperated in answering the questionnaire. Phase 2: Developed, trialed, evaluated, and proposed guidelines for using a model to promote personnel participation. The research findings were as follows: 1) In developing toward EdPEx criteria, both overall and in individual aspects, included: (1.1) establishing guidelines for educational quality assurance; (1.2) implementing educational quality; (1.3) monitoring and evaluation; and (1.4) developing educational quality assurance work. These were rated at a moderate level; 2) the model to enhance staff participation in developing toward EdPEx at the Office of Registration and Evaluation was found to have content validity and usability suitability. The item content validity index (I-CVI) ranged from 0.89 to 1.00, and the content validity index for the entire issue (S-CVI) was 0.88; 3) the experiment, the personnel of the Office of Registration and Evaluation demonstrated higher levels of knowledge, understanding, and ability to contribute to developing toward EdPEx compared to before the experiment. Additionally, personnel satisfaction with the experiment was at the highest level (= 4.57, SD = 0.47); and 4) the guideline for using the model to enhance participation involves driving all sectors within the organization according to various proposed strategies.
