Abstract
The objectives of this study were to 1) Study the characteristics of school administrators 2) Study the effectiveness of educational institutions and 3) Study the characteristics of the school administrators that affect the effectiveness of the school as perceived by school administrators and teachers Under Surat Thani Primary Educational Service Area Office 3. The sample consisted of 113 school administrators and 306 teachers, totaling 419 people, selected by simple random sampling. The research instrument was the questionnaire with a reliability coefficient of 0.85. Data were analyzed by basic statistical tools including mean and standard deviation, and a test statistical tool including multiple regression analysis. The results of the research was as follows: 1) The Characteristics of school administrators at a high level in overall aspects ranked in descending order: morality, leadership, personality, and knowledge 2) The effectiveness of educational institutions was at a highest level in overall aspects ranked in descending order: the ability to produce students with high academic achievement, the ability In changing and developing educational institutions, the ability to develop students to have a positive attitude, and the ability to solve problems within the school. 3) The analysis characteristics of the school administrators that affect the effectiveness of the school as perceived by school administrators and teachers under Surat Thani Primary Educational Service Area Office 3, from determining the regression coefficient of predictors, It was found that the characteristics of the school administrators morality and leadership which could predict the effectiveness of the school Under Surat Thani Primary Educational Service Area Office 3 at 32 percent (R2=0.32), at a statistical the significance level of .05.
