Abstract

During a pandemic, the organizations ability to effectively communicate with the public plays a critical role in preparing them for the health crisis. This study analyzes the digital press releases issued by Thailand’s Ministry of Public Health (MOPH) during the COVID-19 pandemic to identify the dominant frames. The results from the qualitative media analysis revealed the MOPH used five dominant frames in their press releases: status update, reassurance of Thailand’s capabilities, Thailand’s fight against COVID-19, preventive action, and risks. As the pandemic unfolded, the MOPH adapted their use of frames and information to align with the phase of the pandemic. The findings suggest that the MOPH used the appropriate frames during each phase to help the public fully understand and be prepared for COVID-19.
