Abstract

The purposes of this research are (1) to study issue management strategies to advocate The Alcohol Beverage Control Act B.E. 2551. (2) to study communication tactics to advocate The Alcohol Beverage Control Act B.E. 2551. This research uses qualitative methods including (1.) an in- depth Interview of 20 key informants by the Snowball Sampling Technique and (2.) a documentary analysis of news clippings and data which involve the alcohol beverage control act.


The result of the research shows that the movement to advocate the Alcohol beverage act B.E. 2551 was based on a strategy “The Triangle that Move the Mountain’ by Prof. Prawase Wasi and has utilized all of 3 issue management strategies. Dynamic response strategies were used to achieve the goals while reactive change strategies were used to balance disadvantages. Adaptive change strategies were used to maintain the major benefits important to advocate the Act. Moreover, the research findings show that various communication tactics have also been utilized, for example, social mobilization, media advocacy, information dissemination, communication activities, developing and maintaining relationships with public groups and encourage the participation of the public.
