The Cause Factors Influencing the Effectiveness in the Operation of the Department of Public Works and Transport in the Central Region of Lao People's Democratic Republic

Abstract
This study aimed 1) to investigate the cause factors influencing the effectiveness of the operation of the Department of Public Works and Transport (DPWT) in the central region of Lao PDR, 2) to observe the cause factors influencing the effectiveness of the operation of DPWT, and 3) to search for the recommendations on the proposal policy of the development of the operation of DPWT in the central region of Lao PDR. This study employed a mixed research between a quantitative research and a qualitative research. Samples were 19 experts using the purposive random sampling technique, statistics applied to analyze data included frequency, percentage, mean, standard deviation, Path Analysis as well as content analysis. The findings were as follows: 1. The model of the cause factors influencing effectiveness in the operation of the DPWT in the central region of Lao PDR consisted of 5 factors: 1) Rule of law and merit system, 2) Openness and transparency, 3) Participation, 4) Social responsibility, 5) Equality; New public sector management was composed of 4 facets: 1) Measurement and evaluation, 2) Personnel's promotion and motivation, 3) Good service for the people, 4) Organizational efficiency and effectiveness e.g. satisfaction of those who get services. 2. The cause factors influencing the operation of the DPWT in the central region of Lao PDR revealed that the aspects on rule of law and merit system, openness and transparency, participation. social responsibility obtained the organizational effectiveness at the 0.05 level of significance. When separately considered, it was found that the aspects ranking from high to low levels were: the aspect on participation obtained the standardized coefficient of 0.570 followed by the aspect on transparency with the standardized coefficient of 0.539, the aspect on rule of law and merit system with the standardized coefficient of 0.451 and the aspect of social responsibility with the standardized coefficient of 0.445 respectively. The group of variables on the good management could predict the organizational effectiveness at 21.20 percent. 3. The recommendations on the proposal policy of the effectiveness in the operation of the DPWT in the central region of Lao PDR found that the factors on the good management influencing the effectiveness in the operation of the DPWT included worthiness and leadership. The guidelines to develop the factors on the public sector management influencing the operation consisted of: coordination, team work, relationship in the organization, skill development, knowledge, personnel's capacity as well as the application of the new technology.
