Application of the 7S Framework for Evaluation in a Higher Education Institution: A Case Study of a University

Abstract

        This research aimed to improve the 7S activity evaluation standards in educational institutions to align with the 7S quality criteria. It also focused on tailoring the standards to suit the needs of different user groups. The study employed a qualitative case study research method to explore various perspectives on the existing evaluation criteria's alignment and necessity concerning actual work practices and its impact on performance.

         Data collection included in-depth semi-structured interviews with 10 academic or academic management personnel and 10 administrative management personnel, each with a minimum of 5 previous evaluation experiences, using the current 7S criteria in place. The study's findings were used as guidance to refine the 7S activity evaluation standard and facilitate a comparative analysis between the existing 7S standard and the adopted assessment method.

         The research findings, based on comparing the 12 evaluation criteria for office spaces against actual office performance, indicated the need to align the evaluation standards appropriately with the unique needs of each user group - academic and administrative staff. Additionally, the study suggested combining similar evaluation topics to reduce redundancy, resulting in a revised evaluation form with 8 criteria for staff and 9 criteria for faculty members. Furthermore, to standardize the evaluation process, the study emphasized the necessity of clearly stating the objectives for each criterion to facilitate understanding among evaluators and ensure the usefulness of the revised 7S activity evaluation standards.
