การกำกับและการส่งเสริมการขนส่งสินค้าทางถนนระหว่างประเทศไทยกับประเทศมาเลเซีย

บทคัดย่อ
บทความนี้มีวัตถุประสงค์เพื่อ (1) ศึกษารูปแบบการขนส่งสินค้าด้วยรถบรรทุกข้ามแดนและผ่านแดนระหว่างไทยกับประเทศมาเลเซียผ่านจุดผ่านแดนถาวรทางบกทางภาคใต้ของประเทศไทยด้วยรถบรรทุกจดทะเบียนในไทย รถบรรทุกจดทะเบียนในมาเลเซีย และรถบรรทุกจดทะเบียนเป็นรถสองสัญชาติ และ (2) เสนอแนะมาตรการที่เหมาะสมในการกำกับและส่งเสริมการขนส่งสินค้าทางถนนระหว่างประเทศไทยกับประเทศมาเลเซีย การวิจัยครั้งนี้เป็นการวิจัยเชิงคุณภาพและการวิเคราะห์เนื้อหา โดยใช้การเก็บข้อมูลภาคสนามในประเทศไทยและต่างประเทศ และการระดมความคิดเห็นของผู้แทนหน่วยงานภาคเอกชนและภาครัฐที่เกี่ยวข้องเพื่อหาข้อสรุปร่วมกัน ผลการวิจัย พบว่า หน่วยงานภาครัฐของไทยควรกำหนดมาตรการกำกับการขนส่งสินค้าข้ามแดนทางถนนด้วยการงดการอนุญาตให้ใช้รถบรรทุกจดทะเบียนเป็นรถสองสัญชาติ เนื่องจากยังไม่มีกฎระเบียบรองรับให้รถดังกล่าวมีสิทธิเข้ามาขนส่งสินค้าในดินแดนของประเทศไทย อีกทั้งควรกำหนดมาตรการส่งเสริมการประกอบการขนส่งด้วยการพัฒนาสิ่งอำนวยความสะดวกในการขนส่ง การเพิ่มประสิทธิภาพการจัดการจุดผ่านแดนถาวรทางบกและระบบปฏิบัติการที่เกี่ยวข้อง การยกระดับศักยภาพผู้ให้บริการขนส่งสินค้าทางถนนและผู้ให้บริการโลจิสติกส์ที่เกี่ยวเนื่อง การเผยแพร่ข้อมูลกฎระเบียบการค้าและการขนส่ง และการพัฒนาความร่วมมือระหว่างภาครัฐและภาคเอกชนของประเทศไทยกับประเทศมาเลเซียเพื่อแก้ไขอุปสรรคการขนส่งระหว่างกัน
