LEGAL MEASURES TO PROTECT ANIMAL WELFARE FOR PROMOTING CAT BREEDING BUSINESSES

Abstract

This research aims to 1) analyze legal measures on animal welfare protection for promoting cats, 2) compare the problems of legal measures on the control of pet business establishments and the principles of practice of agencies related to pet business establishments, a case study of cats under Thai law and foreign law, and 3) find ways to solve the problems of legal measures on animal welfare protection for promoting cat breeding business. This research is a documentary research study from books, textbooks, academic articles, research reports, related academic documents, and related electronic media in the form of secondary data and primary data.

          The research results found that: 1) Analysis of legal measures on animal welfare protection for the promotion of pets, cat type, found that legal measures have unclear scope of enforcement and content of provisions and regulations. The content of the regulations does not cover all aspects of cat welfare specifically. There are also penalties that do not clearly and specifically correspond to the severity of the offense against pets, cat type, which affects the protection and provision of animal welfare. As a result, pets, especially cats, still do not receive comprehensive protection in many aspects. There is also the use of unclear, confusing and non-standard legal measures. 2) To compare the problems of legal measures on the control of pet business establishments and the principles of practice of agencies related to pet business establishments, a case study of cats, according to Thai law and foreign law. It was found that under the Labor Protection Act B.E. 2541, there is still no comprehensive child labor protection law. Thai law does not have a specific child labor protection law in the entertainment industry. In addition, the powers and duties of responsible agencies and other existing legal measures are not sufficient to protect children who are exploited in the entertainment industry. 3) Guidelines for resolving The problem of legal measures for animal welfare protection to promote cat breeding business found that the scope of enforcement of legal measures and the content of related legal provisions should be revised to have clear details and cover all aspects of cat welfare, from importation, welfare arrangement and care, including regulations for cat breeding, to be a standard for practice in the same direction and consistent, and the penalty provision should be revised to be flexible according to the severity of the offense, so that the welfare of cats is protected effectively.
