Abstract

                The objectives of this research were to study the current conditions, desirable conditions, and priority needs index of competencies of school administrators. and to study competencies development guidelines of school administrators. By the study was divided into 2 phases. This research was the mixed methods research. Phase 1: studied the current condition, desirable condition and the priority needs of the competencies of school administrators by applying the Taro Yamane's formula in determining the sample size from the 331 school administrators and teachers as the group of samples. The research instrument was a 5-level scale questionnaire. The statistics used in the data analysis were frequency, percentage, mean, standard deviation, and modified priority needs index. Phase 2: studied competencies development guidelines of school administrators was divided into 2 steps. 1: studied competencies development guidelines by interviewing 9 experts with the semi-interview forms, after all, analyze the information from the interview forms for doing descriptive analysis. 2:evaluated development guidelines by the 7 experts evaluate the feasibility and propriety assessment form of competencies development guidelines, The statistics used to analyze the data consisted of mean and standard deviation. The results showed that: 1)Current Conditions of competencies of school administrators under Roi-Et Primary Educational Service Area Office 1 overall and each aspect was moderate. Desirable Conditions of competencies of school administrators under Roi-Et Primary Educational Service Area Office 1 overall and each aspect was highest level. The Modified Priority Needs Index from min to max was 0.46 – 0.59. 2) Competencies Development Guidelines of School Administrators 17 guidelines, there are Teamwork 5 guidelines, Service Mind 4 guidelines, Achievement Motivation 4 guidelines, and  Expertise 4 guidelines. The feasibility propriety of competencies development guidelines of School Administrators overall and each aspect was highest level.
