THE DEVELOPMENT OF MODEL TO ENHANCE COMPETENCY TO ACTIVE LEARNING PROFESSIONAL LEARNING COMMUNITIES IN MANAGEMENT OF PRIMARY SCHOOL TEACHERS

This research aimed to: 1) examine the components and indicators of enhancing competency in active learning management using professional learning communities (PLCs) through conceptual synthesis and expert validation (n = 7); 2) investigate the current conditions, desired states, and methods for enhancing such competencies (n = 13); 3) develop a competency enhancement model via PLCs; and 4) implement and evaluate the model. Research instruments included component suitability assessments, questionnaires on current and desired states, model evaluation forms, and satisfaction surveys. Data were analyzed using descriptive statistics and the Modified Priority Needs Index (PNI). The findings revealed that: 1) the competency enhancement components comprised three main aspects—learning activity design, instructional media and learning resources, and learning objectives—all rated highly appropriate; 2) the highest priority need was learning activity design, followed by media and resources, learning objectives, and assessment; 3) the developed model consisted of three phases: preparation, implementation and learning, and reflection, all of which were rated highly suitable by experts; 4) implementation of the model indicated a high level of participant satisfaction across learning process, content, structure, and benefits of active learning management.
