Abstract

The objectives of this research are 1) to analyze the needs of the people for the development of a sub-district constitution ;To promote learning in the development of community democracy In Chatturat District Chaiyaphum Province 2) To study the process of developing a subdistrict constitution to promote learning in the development of participatory community democracy in Chatturat District. Chaiyaphum Province 3) To develop a learning management network and information on subdistrict constitutions to drive community democracy. In Chatturat District Chaiyaphum Province It is a combined method research. Between quantitative and qualitative research There are research tools, namely questionnaires and interviews. There was a sample size of 400 people that came from calculating the sample size using Taro Yamane's (1973) formula and a target group of 30 people that came from purposive selection. Using descriptive statistics including percentage, mean, and standard deviation. and information obtained from interviews and various related documents were analyzed content-wise.

         The research results found that : 1) The level of public opinion on the need to develop a sub-district constitution to promote learning in community democratic development. Overall it is at a high level (  =3.67). 2) The process of developing a subdistrict constitution to develop participatory community democracy in Chatturat District. Chaiyaphum Province, including creating awareness of participation in the development of the subdistrict constitution Provide an opportunity to present problems and needs of the community. Analysis of community problems and needs Specify issues in drafting the subdistrict constitution. Set guidelines for drafting a subdistrict constitution. Preparation of memorandum of understanding and drafting of the sub-district constitution. 3) Developing a subdistrict constitution to drive community democracy All sectors, including the government sector Public sector and various agencies There is a memorandum of cooperation between local government organizations and communities. and there is integration between agencies. To create participation and practices for living together.
