DEVELOPMENT ETHICS : PROCEDURE FOR SUSTAINABLE DEVELOPMENT OF LOCAL ADMINISTRATIVE ORGANIZATIONS

The present research aims to examine the development ethics and its components and indicators for sustainable development in local government organizations. A qualitative research methodology was employed, with 35 participants selected for in-depth interviews. The data collected was analyzed through explanatory and descriptive methods.
The results of the study revealed that the development process of the Khong Phai Subdistrict Administrative Organization in Kamphaeng Phet Province and the Yang Sai Subdistrict Administrative Organization in Sukhothai involves personnel management, financial and fiscal management, and public service sector development. The components and indicators of development ethics in local government organizations were found to encompass five aspects: thinking methods and value systems, community wisdom appreciation, public benefit focus, participative behavior, and life skills development. The development of local government organizations according to ethical principles was found to be crucial for sustainable development and requires transparency, fairness, social balance, education and learning opportunities, effective communication, public participation, and responsibility to the organization.
