ABSTRACT
The objective of this research was to study forms of corrupt practices as conducted by subdistrict administrative organizations (SAO), region 3 in Thailand. The study found that there were irregularities in public procurement in all steps beginning from how the budgets were initiated which included annual budgets and incremental budgets until the procurement was completed. These budgets were set up with these aspects in mind: how the money was to be authorized, procurement procedure, needs for related items, and specifications for products or services to be obtained. These practices were to make it possible for certain private firms to benefit from biddings. As part of the procurement process, biddings were often found to be in the form of mutual consent. Method called “special procurement” was most often used for procurement. Money was also often divided into smaller sums so that administrators in charge were able to authorize such biddings to take place and make payments as part of the procurement procedure.
