Good Governance and Functional Achievement of Village and Sub-district Headmen in Sakon Nakhon Province

Abstract

The purposes of this research were: (1) to study the levels of good governance and of functional achievement of village and sub-district headmen in Sakon Nakhon province, (2) to compare good governance and functional achievement of village and sub-district headmen in Sakon Nakhon province based on personal background of the respondents, and (3) to seek for guidelines for the development of good governance and functional achievement of village and sub-district headmen in Sakon Nakhon province. The sample used in the research was 300 village headmen selected by simple random sampling, whose size was determined using Taro Yamane’s method.  The instrument used in collecting data was a questionnaire. Statistics used in data analysis were frequency, percentage, mean, standard deviation, t-test, and one-way ANOVA.


            Findings of the research were as follows:


  1. The opinion on the level of good governance of village and sub-districts headmen in Sakon Nakhon province as a whole was at high level (mean = 3.77). The aspect that gained the highest mean score was of the principle of accountability (mean = 3.85), and the principle of value for money (mean = 3.69). Functional achievement of village and sub-district headmen in Sakon Nakhon province as a whole was at high level (mean = 4.18).. The aspect that gained the highest mean score was of ruling and maintaining peace and order (mean = 4.41), and the aspect of conservation of natural resources and the environment (mean = 4.01).

  2. Results of the comparison of good governance of village and sub-district headmen in SakonNakhon province according to the personal backgrounds of respondents as classified by district of residence, it found a significant difference as a whole at the .05 level.

  3. Results of the comparison of functional achievement of village and sub-district headmen in Sakon Nakhon province according to the personal backgrounds of respondents as classified by age, working experience, and district of residence, it found a significant difference as a whole at the .05 level.

  4. The guidelines for the development of good governance consisted of 3 aspects: (1) the

principle of value for money, (2) the principle of behaving with integrity, and (3) the principle of transparency; and the guidelines for functional achievement of village and sub-district headmen in Sakon Nakhon province consisted of 3 aspects: (1) conservation of natural resources and the environment, (2) professional development and promotion, and (3) dealing with criminal cases.
