Legal Measures for Animal Protection and Animal Welfare from Public Display or Exhibitions

Abstract
The objectives of this qualitative research entitled “Legal Measures for Animal Protection
and Animal Welfare from Public Display or Exhibitions” were to examine the meanings and
concepts of animal status, the government’s roles in supervisory control towards displaying
animals, and to analyze and compare legal measures in animal protection. The data were collected
via documentation study, comparison study, focus group, and in-depth interviews. The study
results showed that even though there was B.C. 2557 Cruelty Prevention and Welfare of Animal
Act, the government was not given the authority by the Act in performing the supervisory control
towards displaying animals via the permission system found in many foreign countries’ laws.
Therefore, some of animal public display/exhibition organizers did not provide proper welfare to
their animals. This resulted in the welfare and the health of all animals that might carry diseases to
other animals or audience. Hence, for protecting the well-being of the animals and the health of
human beings, this study suggested to amend the Act by giving the government the authority in
supervisory control as well as in issuing the animal exhibition license for the organizers who are
recommended to adhere to the animal welfare regulations upon displaying animals for exhibitions.
