เรียนรู้จากนโยบายทวิภาษาของไต้หวัน: แนวทางสู่การปฏิรูปการเรียนการสอนภาษาอังกฤษในประเทศไทย

บทคัดย่อ
นโยบายการสร้างไต้หวันให้เป็นสังคมทวิภาษา หรือ "Bilingual Nation 2030" มีเป้าหมายพัฒนาให้ประชากรสามารถใช้ภาษาจีนกลางและภาษาอังกฤษได้อย่างคล่องแคล่วภายในปี 2573 นโยบายนี้เป็นการตอบสนองต่อความต้องการของตลาดแรงงานและเพิ่มขีดความสามารถในการแข่งขันระดับโลก โดยใช้แนวทางแบบบูรณาการที่เกี่ยวข้องกับการปรับหลักสูตร การฝึกอบรมครู และการสร้างบรรยากาศทางสังคมที่สนับสนุนการใช้ภาษาอังกฤษในชีวิตประจำวัน บทความวิชาการฉบับนี้วิเคราะห์นโยบายดังกล่าวผ่านกรอบการประเมินกระบวนการเชิงระบบ (Input-Process-Output: IPO) โดยเน้นถึงปัจจัยนำเข้า กระบวนการดำเนินงานและผลลัพธ์ที่เกิดขึ้น พร้อมทั้งอภิปรายถึงความเป็นไปได้ที่ประเทศไทยจะเรียนรู้จากนโยบายนี้เพื่อเป็นแนวทางในการปฏิรูปการเรียนการสอนภาษาอังกฤษและการนำไปปรับใช้ในบริบทของตนเองเพื่อการเตรียมทรัพยากรบุคคลให้มีความพร้อมในสถานการณ์ที่มีความท้าทายและการแข่งขันสูงของเวทีโลกในศตวรรษที่ 21
