Guidelines for Promoting Creative Community-Based Tourism under the Smart City Development Plan in Khon Kaen Province.

Abstract
This study aims to investigate the potential and readiness of human resources in tourism and present the guidelines for promoting creative community-based tourism under the smart city development plan in Khon Kaen Province. This study was qualitative research, collecting data from the interviews of 20 key informants from relevant institutions: public institutions, private institutions, and the community. Semi-structured interviews served as the primary research tool, and content analysis was used as a tool to analyze the data.
The study found that the informants perceive Khon Kaen as having significant potential for tourism development, particularly in tourism sites. However, human resources, community engagement, data collection, and public relations require further development. In terms of human resource readiness in tourism, the province shows strengths in support and opportunities, as well as in relationships and commitment. Conversely, strategy and management still need to be improved and developed.
The findings above lead to the proposed 6D model for promoting creative community-based tourism under the smart city development plan in Khon Kaen Province, which includes: 1. development team; 2. digital experience; 3. deployment infrastructure; 4. destination recommendations; 5. digital skill enhancement; and 6. distribution channels.
