Abstract
The knowledge of public administration has changed dramatically. As a sequence, the issues that have been studied about the organization and the traditional public administration may not be enough to organize a public administration system to be able to respond to the needs of people with more dynamic characteristics .The understanding of new knowledge which will help enhance the potential of the public administration system in response to public interests is therefore considerably necessary.
The change in government management by applying the principles of bureaucratic efficiency enhancement and the pursuit of performance in civil service such as achievement-oriented management, professional management, cost-effectiveness, social value orientation, professional ethics including emphazing on public services providing with quality as a priority.
