Guidelines for Strengthening Cooperation Among Network Partners to Enhance the Operational Quality of the Community Justice Centers in Phetchaburi Province

Abstract

          The objectives of this study were : (1) study the level of operational quality development of the Phetchaburi Community Justice Center. (2) compare personal characteristics influencing opinions on the development of operational quality of the Phetchaburi Community Justice Center. (3) study the collaborative process among network partners with causal relationships to the quality improvement of the operations of the Community Justice Centers in Phetchaburi Province and (4) explore guidelines for strengthening network collaboration to enhance the operational quality of the Community Justice Centers in Phetchaburi Province. The sample group used in the research consisted of 84 Community Justice Centers in Phetchaburi Province, with a total of 4,200 network members. A sample of 365 network members was determined using Taro Yamane’s formula (1970: 725) [1] at a 95% confidence level and a 5% margin of error. Additionally, 12 key informants were included. Data were analyzed using research tools in the form of questionnaires, with the results presented in percentages, means, and standard deviations. One-way ANOVA was used to compare differences among independent variables with three or more groups.

          The results of the study showed that : 1. The development of the operational quality of Community Justice Centers is at a high level. 2. Respondents with different work experiences had statistically significant differences in their opinions on the development of the operational quality of Community Justice Centers at the 0.05 level. 3. The processes for strengthening collaboration among network partners-including collaboration mobilization, collaboration integration, leadership development, and legitimacy building-have a statistically significant causal relationship with the development of operational quality of Community Justice Centers at the 0.001 level. The dimension of collaboration framing has a statistically significant relationship at the 0.05 level. 4. The recommended approaches to strengthening network collaboration for improving the operational quality of Community Justice Centers include: 1) Establishing data and resource linkages among agencies, 2) Developing an effective and accessible complaint-handling system, 3) Promoting community participation in mediation, 4) Creating a support system that encompasses civil society networks, and Establishing a sustainable rehabilitation system.
