Public Opinion Towards Municipality’s Civil Registration Service Policy Phra Samut Chedi District, Samut Prakan Province

Abstract

            The objectives of this study were to examine the opinions of the public toward the policy of civil registration services, to compare these opinions regarding the civil registration service policies of municipalities within Phra Samut Chedi District, Samut Prakan Province, and to investigate personal factors influencing opinions toward such policies. This research employed a quantitative research design, collecting data through structured questionnaires from 376 citizens who received civil registration services during the year 2024 (B.E. 2567). The research instrument used was a structured questionnaire, and data analysis focused on personal factors and public opinions toward the civil registration service policies. The statistical tools applied included percentage, mean, frequency, and standard deviation for descriptive analysis, while t-test and One-Way ANOVA were used to analyze differences.

            The findings revealed that overall, service users were highly satisfied with the civil registration services, both in general and across all aspects (x̄ = 4.25, SD = 0.669). When considering each aspect separately, the highest mean score was found in the policy on promptness, accuracy, and timeliness (x̄ = 4.30, SD = 0.619), followed by the policy on equality and fairness in service provision (x̄ = 4.26, SD = 0.670), the policy on service systems (x̄ = 4.26, SD = 0.702), the policy on service facilities (x̄ = 4.25, SD = 0.654), and finally, the policy on service personnel (x̄ = 4.20, SD = 0.704). The hypothesis testing indicated that gender, age, occupation, educational level, and average monthly income had no statistically significant influence on opinions toward the civil registration service policies at the 0.05 level.
