An Evaluation of Implementation of the Loan from the Fund for Empowerment of Persons with Disabilities of Sa Kaeo Disability Services Center, Year of 2019

Abstract

This project evaluation aimed 1) to evaluate the implementation of the loan from the Fund for Empowerment of Persons with Disabilities of Sa Kaeo Disability Services Center in 2019, 2) to study the quality of life of persons with disabilities and the caregivers who have received the loans and 3) to provide suggestions for the improvement plan of the loan operation. This research employed a mixed research methodology combining qualitative and quantitative methods. For the former method, the samples consisted of 300 people, while the samples of the latter method consisted of 90 people. The research findings showed that 1) the loan regulations were the requirement of the career development loan. The loan operation composed of the service process, the documentary submission, home visit for the disabled, the consideration process of the committee, the notification and loan disbursement process, the loan tracking, and the public relations. Overall, the satisfaction of the samples towards all aspects above were at a very high level ( =3.75, S.D.=0.73); 2) The quality of life of the persons with disabilities and the caregivers was better in all aspects and 3) the suggestions for the improvement plan of Sa Kaeo Disability Services Center should cooperate with disabled organizations in 9 districts in Sa Kaeo province in aspect of working in cooperation with the disability services staff, take some proactive measures in debt tracking, work with organizations to promote careers for persons with disabilities, and keep follow-up the project every year.
