Professional Administrative Competencies Affecting Educational Management Effectiveness in the 21st Century of Schools Under the Secondary Educational Service Area Office in Samut Songkhram Province

Abstract
The purposes of this research were to: 1) study professional administrative competencies of school administrators under the Secondary Educational Service Area Office in Samut Songkhram Province; 2) study the educational management effectiveness in the 21st century of the same schools; and 3) investigate the professional administrative competencies that affect this educational management effectiveness. The sample consisted of 201 administrators and teachers, determined using Krejcie and Morgan’s table and selected through simple random sampling. The research instrument was a 5-point Likert scale questionnaire with a reliability coefficient of 0.86. Data were analyzed using frequency, percentage, mean, standard deviation, and stepwise multiple regression analysis. 1) Professional administrative competencies were overall at a high level. When considering individual aspects, self-development had the highest mean, followed by achievement motivation, while vision had the lowest mean. 2) Educational management effectiveness in the 21st century was overall at a high level. Individually, the ability to adapt and develop schools to keep pace with current conditions had the highest mean, followed by the development of student academic achievement, while the ability to develop positive student attitudes had the lowest mean. 3) The analysis of professional administrative competencies affecting educational management effectiveness revealed that seven factors—achievement motivation, self-development, personnel potential development, teamwork, analysis and synthesis, communication and motivation, and vision—collectively predicted educational management effectiveness at 92.80%, with statistical significance at the 0.05 level.
