NEW PUBLIC SERVICE MANAGEMENT IN HEALTH PROMOTION FOR THE ELDERLY CITIZENS OF THE LOCAL GOVERNMENTS THROUGH META - ANALYSIS

Abstract

The population growth of elderly group in Thailand becomes a significant challenge for the Thai government in managing the healthcare of the elderly group in Thailand. This study has the objectives to 1) Describe the situations of new public service management in health promotion for the elderly citizens of the local governments, 2) Synthesize research on new public service management in health promotion for the elderly citizens of the local governments, and 3) Provide new public service management guidelines in health promotion for the elderly citizens of the local governments. The researcher used a meta-analysis by analyzing data obtained from public sector publications and academic journals related to new public service management in health promotion for the elderly citizens of the local governments published in 2013 - 2023. These data were available in the online database system of academic journals in Thailand. Based on the study results, Thailand’s transitioning to aged society pushes the government’s urgent needs to improve public service management in promoting health for the elderly citizens. Seven major principles of new public service management in promoting health for the elderly citizens of the local governments included 1) Serve citizens, not customers, 2) Seek the public interest,
3) Value citizenship over entrepreneurship, 4) Think strategically, act democratically, 5) Recognize that accountability is not simple, 6) Serve rather than steer and 7) Value people, not just productivity. The author recommends that the government sector should apply these principles and concept to manage new public service in health promotion for the elderly citizens of the local governments to maximize benefit for the elderly citizens in Thailand.
