DEVELOPING A PARTICIPATORY QUALITY ASSURANCE SYSTEM: A CASE STUDY OF UTTARADIT SPECIAL EDUCATION CENTER

Abstract
The Objectives of this research article were to study problems of the implementation of the quality assurance system and to develop a participatory educational quality assurance system of Uttaradit special education centers. The research is qualitative. The population and key informants were 37 administrators, teachers, and educational institutions committees, and 1 expert from the Office of Special Education Bureau. Key informant obtained by purposive sampling. The research instrument was an interview form on the problems of the implementation of the participatory educational quality assurance system of the Uttaradit Special Education Center and a workshop record form on the development of participatory educational quality assurance system of the Uttaradit Special Education Center. Analyze data by content analysis. The results showed that Conditions of problems in the implementation of the participatory educational quality assurance system of special education centers In Uttaradit Province, teachers and personnel lacked knowledge, understanding and participation in the implementation of the educational quality assurance system. Developing a participatory educational quality assurance system of special education centers The provinces of Uttaradit are as follows: 1) Participation in planning is participation in setting educational standards of educational institutions. and prepare a plan to improve the quality of educational management of educational institutions that focus on quality according to educational standards 2) Participation in the operation is participation in the implementation of the educational management development plan of the educational institution. 3) Participation in the audit is participation in the evaluation and examination of the quality of education within the educational institution. and follow up on the performance to ensure quality according to educational standards and 4) Participation in development improvement is participation in self-assessment report and continuous improvement of educational quality of educational institutions.
