Which is considered in the sense that why does the government have to implement that policy. And how will that policy make a difference because the government has many duties. By understanding public policy need to rely on both art and science It has to be planned. Operate systematically human resources are allocated operating budget there is a project with operational practices that are consistent and is suitable for reality conditions throughout the needs of the people in each subject and in each area, therefore, public policy is an important tool in the administration of the government. Public policy is considered a guideline for the government sector. The government is the leader in policy making to provide resources for the citizens as a whole. Making public policy decisions is broadly laid out in solving problems. Or developing or fulfilling needs, it is important to decide how to formulate public policy the policy making process includes problem identification, problem - related data collection.
