Abstract

This study aims to examine the situation, patterns, and risks of traffic bribery in the enforcement of the Land Traffic Act and the Land Transport Act B.E. 2522 (1979) by the Royal Thai Police, and to develop a data-driven innovation for monitoring and preventing corruption in traffic law enforcement. The research employs a mixed-method research design. Qualitative data were first collected through in-depth interviews with citizens and relevant officials to explore experiences, perceptions, and gaps in traffic law enforcement practices. Subsequently, quantitative analysis was conducted to assess the patterns, estimated value, and risk factors associated with bribery in traffic law enforcement processes.

The findings indicate that traffic bribery constitutes a structural problem shaped by multiple factors, including discretionary power of officials, economic incentives, social norms, and limitations in existing oversight and data management systems. Bribery incidents tend to occur in traffic offenses with relatively low fines and high levels of discretionary enforcement, such as speeding, failure to wear helmets, and violations of traffic signals.

Based on these findings, the study proposes the development of the Thailand Anti-Bribery System (T-ABS), a real-time data platform operating through a web-based system to collect, analyze, and visualize corruption risk data across spatial and temporal dimensions. The system can support policy formulation, risk monitoring, and systemic anti-corruption management by shifting regulatory practices from individual discretion toward evidence-based governance. Such an approach is expected to enhance transparency and strengthen public trust in traffic law enforcement in Thailand.
