This article aims to provide an in-depth analysis of the complex legal challenges and implications arising from the CSDDD.<br /> It begins by exploring the legal foundations and evolution paved by landmark judgments in the United Kingdom and France's <em>Loi de Vigilance</em>, which have established the groundwork for the directive's extraterritorial application. This approach leverages the economic power of the European market, the so-called "Brussels Effect" as an instrument to regulate global business activities. Subsequently, the article delves into the core of the directive: the due diligence duty stipulated in Articles 5 - 11, comparing it with existing international frameworks such as the UNGPs and OECD Guidelines, while also examining the practical impediments to its implementation within complex supply chains.<br /> Furthermore, the article analyzes critical jurisprudential issues, including the transformation of directors' duties from Milton Friedman's "Shareholder Capitalism" paradigm to "Stakeholder Capitalism," and the potential for conflict of laws where CSDDD requirements contradict the local laws of third countries. A pivotal aspect of the analysis is the civil liability mechanism under Article 29, which allows victims from around the globe to bring direct legal action against parent companies in European courts. Data analysis was performed using statistics, percentages, means, standard deviations, and Multiple Regression Analysis. The results of the research found that males and females had different income opportunities in recycling waste processing businesses, so the hypothesis was accepted. A case study of a tourism development project in the Upper Northeastern region of Thailand was selected as an applied example, based on comprehensive financial and investment data. The findings reveal that accounting data, including income statements, cash flow statements, and balance sheets, play a crucial role in supporting investment decision-making, especially when used in conjunction with financial analysis tools such as Internal Rate of Return (IRR), Net Present Value (NPV), Break-even Point (BEP), Payback Period and other financial ratios. These tools help stakeholders understand the financial viability of the project under both normal and sensitivity scenarios, by utilizing secondary data from the Feasibility Study document of a tourism development project in a certain area of Upper Northeastern Thailand.</p> <p>Furthermore, this study proposes a conceptual framework for using financial and accounting data to evaluate economic returns and impacts sustainably. It employs a criminological framework including Social Norms Theory, Deterrence Theory, Rehabilitation, and Procedural Justice. The research uses qualitative comparative analysis based on secondary documentary sources from the past ten years. The findings indicate that Japan emphasizes social control and holds all related parties legally accountable. England applies conditional sentencing, balancing deterrence with rehabilitation. Thailand, however, still lacks consistent enforcement and behavioral rehabilitation measures. The study also reveals that Civil Law systems in Thailand and Japan tend to impose fixed penalties, while the Common Law system in England allows for more judicial discretion. The study focuses on analyzing the provisions under the Public Health Act B.E. 2535 (1992) and its Amendment (No. 3) B.E. 2560 (2017), as well as relevant ministerial regulations and notifications issued by the Ministry of Public Health. The objective is to assess the appropriateness of current enforcement mechanisms at the local level and to propose improvements aligned with the rule of law, the principle of equality, and good governance.</p> <p> The findings reveal that the current legal framework lacks a clear classification of charcoal burning and charcoal storage activities based on their purposes. Consequently, law enforcement authorities are unable to effectively distinguish between subsistence-level activities and those conducted for industrial or commercial purposes. This results in unequal exercise of discretion and conflicts with the principle of equality. Moreover, the imposition of penalties under Section 85 in the form of administrative fines does not consider the offender's intent or contextual factors. As a result, small-scale household operators bear the same penalties as commercial operators, despite significant differences in their environmental impacts.</p> <p> Additionally, the composition of the fine determination committee is limited to state officials, excluding subject-matter experts or qualified individuals from relevant fields. This lack of inclusion presents limitations in terms of comprehensive academic and technical assessment.</p> <p> Based on these findings, the study recommends that the law clearly define and classify charcoal-related activities, particularly distinguishing subsistence activities from commercial ones. Furthermore, it proposes that Section 73 and Section 85 of the Public Health Act B.E. 2535 (1992) be amended to better reflect the principle of equality and local socio-economic contexts. This research analyzes the situation through the Multiple Streams Framework, which includes policy streams, problem streams, and political streams, integrated with the Advocacy Coalition Framework that focuses on the role of advocacy coalition partners who share common beliefs. The research interprets data from documents.</p> <p> The research findings indicate that the Draft National Pension Act B.E. .... could not enter the government's consideration agenda due to political currents. The government did not have a policy on welfare state matters, and the Constitution of the Kingdom of Thailand grants the Prime Minister the power to decide whether to accept or reject financial legislation. As a result, the Draft National Pension Act B.E. .... was not approved by the Prime Minister and was dropped from the agenda. The study employs a qualitative research methodology, utilizing documentary analysis, in-depth interviews, and online focus group discussions. The key informants include central-level policymakers, local implementers, community leaders participating in the program, civil society organizations engaged in environmental conservation, community members, carbon credit management experts, and private sector actors involved in carbon credit trading.</p> <p> The findings indicate that the policy for promoting community-based carbon credit was designed to incentivize stakeholder participation in greenhouse gas reduction efforts. Grounded in the principles of environmental economics, the policy leverages both market-based mechanisms and participatory approaches. Its core objectives include: (1) encouraging communities to generate carbon credits through activities such as reforestation, enabling them to trade these credits for additional income; (2) creating financial and social incentives for private sector actors, civil society, and the general public to engage in carbon reduction initiatives; (3) empowering communities to take ownership in managing, implementing, and benefiting from carbon reduction projects; (4) utilizing the carbon market to foster long-term natural resource conservation and behavioral change in production and consumption patterns; and (5) aligning local policies with the Sustainable Development Goals (SDGs).</p> <p> Nevertheless, the policy implementation faces several constraints. These include its technical complexity, which often necessitates the engagement of high-cost experts; unclear legal and regulatory frameworks; limited capacity and understanding among local officials and community members regarding operational procedures; and inadequate direct benefits for individual participants. By using the Participatory Action Research (PAR) methods, the research population consisted of (1) executives and personnel of 10 local administrative organizations and (2) people and youth in the areas of all 10 local administrative organizations. Participating in political activities represents a deviation from the usual behaviour of fandoms who typically engage in activities that support reputation and success of their artists. The study found that social media significantly impacts an interest in politics and political participation behaviour. Thai youths usually have an access to the internet and are proficient in using social media. K-Pop fans, in particular, often use social media to communicate, share information and feeling with each other about the artists they admire. Therefore, this existing engagement on social media platforms makes it relatively easy for them to develop an interest in political issues during the time of political movement. In addition, social media is used as a means of political expression both individually and collectively in the form of fan groups. The population used in the study was civil servants, citizens, permanent employees, and employees of the Chonburi Provincial Administrative Organization, with a total of 30 samples. The data collection tool was a questionnaire. The results of the study found that the overall satisfaction level of service recipients from the Engineering Office was at a high level. When considering each aspect, it was found that the average score was at a high level in all aspects. When the average scores were ranked from highest to lowest, the aspect with the highest average score was the service staff, followed by the usage aspect, the service process aspect, the speed of service aspect, and the aspect with the lowest average score was the service facilities aspect, respectively. This study employed a quantitative research approach using questionnaires administered to 200 cardiothoracic surgeons working in public and private hospitals in Bangkok. The research framework was based on the concept of Hair et al. (2006), using a simple random sampling method. The index of item-objective congruence (IOC) ranged between 0.67 - 1.00, and the reliability coefficient was 0.891. The statistical tools employed included frequency, percentage, mean, standard deviation, and Structural Equation Modeling (SEM) using the PLS program.</p> <p> The results revealed that most cardiothoracic surgeons were male, aged between 35 - 40 years, with 5 - 10 years of work experience, and mainly worked in public hospitals. Regarding the level of opinion, service quality, satisfaction, and purchasing decisions were all rated at a high level. The mean scores were 4.315 for service quality, 4.130 for satisfaction, and 4.170 for purchasing decisions, with standard deviations of 0.727, 0.771, and 0.768, respectively. The results indicated that service quality (SQ) had a direct positive effect on purchasing decisions (DM) = 0.282, and satisfaction (CS) had a significant direct effect on purchasing decisions = 0.657). Additionally, service quality (SQ) had a strong direct positive effect on satisfaction (CS) = 0.917, and an indirect effect on purchasing decisions (DM) = 0.603.</p> <p>Policy and operational recommendations. Standards of service quality and the system for evaluating staff satisfaction should be enhanced to provide data for improving personnel’s service and communication skills more effectively. A mixed-methods research design was employed, consisting of three phases.<br /> Phase 1 explored the components and indicators of innovative leadership through documentary synthesis, related research review, and interviews with five purposively selected experts. Data were analyzed by content synthesis to establish the conceptual framework.<br /> Phase 2 focuses on model development. The importance and weight of the components and indicators were analyzed using the Analytic Hierarchy Process (AHP) with seven experts. Quantitative analysis involved consensus index and consistency ratio to ensure validity. The results guided the formulation of the leadership development model and construction of a questionnaire.<br /> Phase 3 evaluated the model in terms of accuracy, appropriateness, feasibility, and usefulness. Data were collected through questionnaires from 400 educational administrators selected by multi-stage random sampling, and analyzed using mean and standard deviation.<br /> Findings revealed four components of innovative leadership: innovative vision, teamwork and participation, creative thinking, and building an innovative organization. The developed model consisted of six elements: principles, objectives, leadership components, development methods, development processes, and conditions for success. One method is for the state to purchase land from private owners and allocate it to farmers through hire-purchase contracts, which eventually allow farmers to gain ownership. However, in practice, certain legal problems in managing this purchased land may conflict with the goals of agricultural land reform.<br /> This study aims to: (1) examine how purchased land is subdivided under the Agricultural Land Reform Act, (2) analyze the legal and policy impacts of such subdivisions on landholding structures, and (3) propose ways to improve the law and practices to prevent negative consequences. The research is based on documentary study of primary and secondary sources, with analysis comparing legal principles and actual practices. The findings are then discussed to draw conclusions and suggest improvements, as well as to contribute new knowledge in this field.<br /> The results show three main types of subdivision under the Act. First, subdivision during hire-purchase: under the 2021 Regulation of the Agricultural Land Reform Committee, farmers may transfer their rights to spouses, children, or relatives. If transferred to more than one person, the land may be divided into smaller plots, which can become too small for farming and contradict the intention of Section 39 to keep landholdings large enough for livelihood. Second, subdivision after farmers gain ownership: Section 39 of the 1975 Act strictly prohibits subdivision, so any transaction to divide land after ownership is granted by the Agricultural Land Reform Office (ALRO) is legally invalid. Third, subdivision under exceptions in Section 39: for example, inheritance by legal heirs, transfers to agricultural cooperatives, or transfers back to the ALRO. These exceptions may still lead to land being divided, even if subdivision was originally prohibited.<br /> In conclusion, subdivision of purchased land is possible during the hire-purchase stage, but once ownership is obtained from the ALRO, it is strictly prohibited. The objective of this study was to develop a poverty alleviation model that enhances poor households’ opportunities for social mobility in Mueang Lampang District, Lampang Province. This qualitative research involved key informants, consisting of project researchers and representatives of project stakeholders from three subdistricts: Bo Haew, Pichai, and Ban Sadet, with five representatives from each subdistrict. Data were collected through focus group discussions, In-depth Interview and analyzed using content analysis to present findings in accordance with the research objectives. The findings revealed that the development and upgrading of poor households to enhance social mobility was implemented through two main processes. First, it was the transfer of key and relevant innovations to activities via a collaborative learning exchange with stakeholders, facilitated by experts; and the exchange of knowledge among network partners, enabling the development of innovations appropriately designed to the target groups. Second, the process involved knowledge sharing among target groups, stakeholders, and integrated network partners working in the area, emphasizing collaboration and active participation of the target groups to generate knowledge developed jointly by the target groups, network partners, and the research team. This research aims to examine the driving factors and obstacles of open government implementation within the context of digital technology, employing a theoretical framework that integrates public sector reform concepts and public sector innovation theory, alongside citizen participation principles and governance paradigms. This study adopts a qualitative research approach, utilizing documentary analysis, in-depth interviews with senior executives from public sector organizations, public administration scholars, and civil society representatives, focus group discussions with civil servants and citizens who utilize government services, totaling 45 participants, and case study analysis of public sector agencies that have implemented digital technology for information disclosure and participatory engagement. The research findings reveal that the principal driving factors for digital-era open government comprise five key elements, while significant obstacles encompass four primary categories.
