Abstract
The results of the research could be summarized as follows: (A) Mass media – Their current conducts are yet to be improved, especially in terms of integrating different sectors in the society, which is crucial in times of conflicts. This might result from the policy that stresses business interests, or political interference. It is suggested that the mass media act as “social link” by providing public stage for differing groups to exchange ideas, reporting impartial news and not emphasizing the conflicts. Furthermore, the welfare and safety of journalists on the ground should be specially guaranteed. For example, there should be an insurance and self-protection equipment like armor, helmet etc.
There could 4 ways to govern the mass media: (i) self-regulation (ii) independent body (iii) civil society (iv) state control. The one that deserves special attention is television in terms of its product placement or short message service (SMS). Meanwhile, media professionals should be accounted for. It is also recommended the mass media should review the existing principles and make sure that they can be implemented fairly.
(B) Community media - There are some practical problems with community radio, cable TV and satellite TV. For example, their news and information might not aim at community development but introducing conflicts. Concerning ethics, the code of conducts are not yet clear and Jack professionalism. Nevertheless, the state should never use its power to close down the community media. There could be 4 ways to govern the community media: (i) self-regulation by and within the media (ii) independent body (iii) state control (iv) participatory groups. The fourth one should be the best possible option. It is also recommended that there be a responsible party that comes up with framework of practices, provides policy and ethics that can be fairly implemented.
(C) New media & social media – This kind of media is relatively free and difficult to obstruct. They are also easy to use, convenient and fast. Their news and information are both constructive and destructive. Therefore, the code of conduct and ethics must be taught to the users in all sexes and ages in general by the responsible organizations. That also includes schools and parents. As for control and regulation, it could aim at (1) website service providers and (2) the users. It should begin with knowledge and understanding of proper and creative internet usage. There could be 4 ways to govern the community media: (i) self-regulation by and within the media (ii) independent body (iii) state control (iv) participatory groups. The fourth one should be the best possible option. It is also recommended that there be a responsible party that comes up with framework of practices, provides policy and ethics that can be fairly implemented.
