บทคัดย่อ

          งานวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาสภาพปัญหาขยะอินทรีย์ในชุมชนสุภาพอ่อนหวาน เพื่อศึกษาบทบาทของเครือข่ายประชาชนในการแก้ไขปัญหาขยะอินทรีย์ในชุมชนสุภาพอ่อนหวาน เพื่อถอดบทเรียนปัญหาอุปสรรคและการจัดการขยะอินทรีย์ในชุมชนสุภาพอ่อนหวาน และเพื่อศึกษาการประยุกต์ใช้หลักการ 5Rs (Reduce, Reuse, Reject, Recycle, Repair) ในการจัดการขยะของชุมชนสุภาพอ่อนหวาน ซึ่งเป็นงานวิจัยเชิงคุณภาพและดำเนินการผ่านการสัมภาษณ์เชิงลึกจากกลุ่มผู้ให้ข้อมูลหลัก ทั้งหมด 24 คน โดยวิธีการเลือกแบบเฉพาะเจาะจง ประกอบด้วยตัวแทนจากประชาชนที่อาศัยอยู่ในชุมชนสุภาพอ่อนหวานเป็นเจ้าบ้านหรือผู้อยู่อาศัย อายุไม่ต่ำกว่า 18 ปีบริบูรณ์ จำนวน 15 คน ตัวแทนจากประธานชุมชนสุภาพอ่อนหวาน และรองประธานชุมชนสุภาพอ่อนหวาน จำนวน 2 คน ตัวแทนจากสมาชิกอาสาสมัครท้องถิ่นรักษ์โลก (อถล.) จำนวน 2 คน ตัวแทนจากอาสาสมัครสาธารณสุข (อสม.) จำนวน 3 คน ตัวแทนจากบุคลากรในสำนักสาธารณสุขและสิ่งแวดล้อม เทศบาลนครหาดใหญ่ จำนวน 2 คน ผลการวิจัย พบว่า ปัญหาขยะอินทรีย์เกิดจากการขาดความร่วมมือในการคัดแยกขยะและการทิ้งขยะไม่เป็นระเบียบบริเวณรอยต่อระหว่างองค์กรปกครองส่วนท้องถิ่น เครือข่ายประชาชนมีบทบาทสำคัญโดยแกนนำชุมชนช่วยสร้างกระบวนการมีส่วนร่วม และคณะกรรมการชุมชนมีการประสานงานกระจายความรับผิดชอบอุปสรรคหลักในการจัดการขยะคือ ประชาชนบางส่วนจัดการขยะไม่สม่ำเสมอ ผู้อยู่อาศัยบ้านเช่าไม่ให้ความร่วมมือ และบุคคลภายนอกนำขยะมาทิ้งโดย ไม่คัดแยก แนวทางการจัดการระดับครัวเรือนใช้การคัดแยกขยะเป็น 3 ประเภท คือ ขยะอินทรีย์ ขยะทั่วไป และขยะรีไซเคิล โดยชุมชนประยุกต์ใช้หลักการ Recycle, Reuse และ Reduce อย่างมีประสิทธิภาพด้วยการดำเนินงานผ่านเครือข่ายประชาชน ชุมชนสุภาพอ่อนหวานประสบความสำเร็จจนได้รับรางวัลโครงการชุมชนปลอดขยะ (Zero Waste) ประจำปี 2566
