บทคัดย่อ
การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาปัญหาโซ่อุปทานโคเนื้อและเนื้อโคในมิติสังคม เศรษฐกิจ และสิ่งแวดล้อม รวมถึงวิเคราะห์โอกาสทางธุรกิจการเลี้ยงโคเนื้อในพื้นที่ชายแดนไทย-กัมพูชา จังหวัดสระแก้ว เก็บข้อมูลเพื่อวิเคราะห์ปัญหาในโซ่อุปทานโดยใช้แบบสอบถามกับกลุ่มตัวอย่างต้นน้ำ 338 คน กลุ่มกลางน้ำ 65 คน และกลุ่มปลายน้ำ 276 คน และเก็บข้อมูลเพื่อวิเคราะห์โอกาสทางธุรกิจการเลี้ยงโคเนื้อโดยใช้ SWOT และ Business Model Canvas จากการจัดประชุมกลุ่มรวม 120 คน
ผลการวิจัยพบว่า ปัญหาในโซ่อุปทานด้านเศรษฐกิจอยู่ในระดับมาก ส่วนด้านสังคมและด้านสิ่งแวดล้อมอยู่ในระดับปานกลาง การวิเคราะห์โอกาสทางธุรกิจพบว่ามีจุดแข็งด้านพื้นที่ที่ติดชายแดนเหมาะสมกับการส่งออกโคเนื้อและได้รับโอกาสจากนโยบายภาครัฐส่งเสริมการเลี้ยงโค แต่ยังมีจุดอ่อนด้านทักษะการเลี้ยงให้ได้เนื้อโคคุณภาพสูง และมีอุปสรรคด้านต้นทุนการเลี้ยงที่สูงขึ้น ควรใช้กลยุทธ์ดังนี้ (1) ส่งเสริมการเลี้ยงให้ได้มาตรฐานการปฏิบัติทางการเกษตรที่ดีด้านปศุสัตว์ และขยายตลาดส่งออกโดยใช้โอกาสจากนโยบายภาครัฐ (2) พัฒนาทักษะการเลี้ยงเพื่อเพิ่มคุณภาพและมูลค่าเนื้อโค (3) ปรับปรุงระบบการเลี้ยงเพื่อลดความเสี่ยงจากภัยธรรมชาติและโรคระบาด (4) ลดต้นทุนการเลี้ยงด้วยการใช้ทรัพยากรท้องถิ่นและปรับปรุงการจัดการฟาร์ม การวิเคราะห์ Business Model Canvas พบว่า พ่อค้าคนกลางเป็นลูกค้าสำคัญ ติดต่อกันโดยตรงหรือผ่านสื่อสังคมออนไลน์ โดยคุณค่าที่เสนอให้ลูกค้าคือโคเนื้อที่ไม่ใช้สารเร่งเนื้อแดง มีต้นทุนหลักเป็นค่าอาหาร มีพันธมิตรในการดำเนินงานคือสมาชิกในครอบครัวและกลุ่มสหกรณ์โคเนื้อ
