นโยบายภูมิปุตราของมาเลเซียกับสิทธิของชาวสยามในรัฐเคดาห์และรัฐกลันตัน

บทคัดย่อ
การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาสิทธิที่ชาวสยามในรัฐเคดาห์และรัฐกลันตันได้รับจากนโยบายภูมิปุตรา ข้อดีและข้อเสียของนโยบายภูมิปุตรา และแนวทางการบริหารจัดการสิทธิชาวสยามตามนโยบายภูมิปุตรา การวิจัยนี้เป็นการวิจัยเชิงคุณภาพ ผู้ให้ข้อมูลหลักได้แก่ ผู้นำชุมชน ผู้นำศาสนา เจ้าหน้าที่พิเศษฝ่ายบริหารของมลรัฐ และชาวสยามที่มีความรู้เกี่ยวกับนโยบายภูมิปุตราในรัฐเคดาห์และรัฐกลันตัน จำนวน 18 คน ใช้การสุ่มตัวอย่างแบบเจาะจง และการสัมภาษณ์แบบเจาะลึก วิเคราะห์ข้อมูลด้วยวิธีการพรรณนา ผลการศึกษาพบว่า ชาวสยามในรัฐเคดาห์และรัฐกลันตันได้รับสิทธิตามนโยบายภูมิปุตราในด้านต่าง ๆ ได้แก่ ด้านเศรษฐกิจ (การซื้อหุ้นกองทุนหลักทรัพย์สำหรับภูมิปุตรา (ASB) และธนาคารประชาชน (Bank Rakyat) การค้าขาย) ด้านสังคม (รักษาพยาบาล การนับถือศาสนา) ด้านการเมือง (การแต่งตั้งเป็นวุฒิสมาชิก การเป็นสมาชิกพรรคการเมือง ผู้ใหญ่บ้าน) ข้อดีของนโยบายภูมิปุตรา คือ ทำให้ชาวสยามได้มีโอกาสรับราชการ ได้รับโควตาเข้าศึกษาสำหรับภูมิปุตราที่ไม่ใช่ชาวมลายูจำนวน 10% ส่วนข้อเสียของนโยบายภูมิปุตรา คือ ชาวสยามยังไม่ได้รับสิทธิหรือมีโอกาสเท่าเทียมกับชาวมลายู แนวทางในการบริหารจัดการนโยบายภูมิปุตราต่อชาวสยามคือ นักการเมืองควรแก้ไขกฎหมาย ระเบียบ ข้อบังคับต่าง ๆ เพื่อให้สิทธิต่าง ๆ เท่าเทียมกับชาวมลายูแบบค่อยเป็นค่อยไป และเป็นประโยชน์ต่อรัฐบาลมาเลเซียในการทบทวนนโยบายภูมิปุตราที่มีต่อชาวสยาม ข้อเสนอแนะนี้จะทำให้เกิดองค์ความรู้ใหม่ และสร้างแรงบันดาลใจให้แก่นักวิจัยอื่น ๆ หันมาศึกษาเกี่ยวกับชาวสยามในมาเลเซียเพิ่มขึ้นต่อไป
