DEVELOPING A COMPETENCY FRAMEWORK FOR SCHOOL ADMINISTRATORS IN INTERNATIONAL STANDARD SCHOOLS TO PROMOTE EDUCATIONAL INNOVATION

Abstract

The objectives of this study were to study the components in developing the competency framework and to evaluate the competency framework for education administrators in international standard schools to promote educational sandbox. The sample group consisted of 350 education administrators in the education sandbox according to the Educational Innovation Area Act of 2019 using mixed-methods sequential explanatory design and Delphi technique. The research instrument was a questionnaire regarding opinions on its correctness and appropriateness. Data was analyzed using computer programs. Statistics were frequency, percentage, mean (X), and standard deviation (S.D.).

          The results showed that: 1. There were 3 components of the competency framework for education administrators in international standard schools to promote educational sandbox: 1) Personal competencies included professional expertise, morality, achievement motive, self-development, and creativity. 2) Organizational competencies included teamwork, organizational and bureaucratic understanding, participation in educational quality assurance, and information technology. 3) Core competencies included analysis, synthesis, and research for leadership development, planning, and organizational management. 2. There were 3 components of the competency framework for education administrators in international standard schools to promote educational sandbox using the modified Delphi technique: 1) competency of educational institution administrators, standard school goals, and educational management goals in the education sandbox 2) learning management based on standard school goals and 3) educational management goals in the education sandbox. 3. For evaluation of the competency framework for education administrators in international standard schools to promote educational sandbox, it was found that 1) Overall accuracy was at the highest level. 2) Overall suitability was at the highest level.
