A CAUSAL RELATIONSHIP MODEL OF SELECTED FACTORS AFFECTING THE EFFECTIVENESS OF THE INSTRUCTIONAL ENGLISH PROGRAM ADMINISTRATION BASED ON THE MINISTRY OF EDUCATION CURRICULUM IN SECONDARY SCHOOLS UNDER OFFICE OF THE BASIC EDUCATION COMMISSION

Abstract

The purposes of this research were 1) to look into selected factors affecting the effectiveness of the Instructional English Program Administration (IEPA) based on the Ministry of Education Curriculum (MEC) in secondary schools under the OBEC, 2) to examine whether the casual relationship model is consistent with empirical data, and 3) to find suggestions for developing the selected factors that directly influenced the effectiveness of the IEPA based on the MEC in Secondary Schools under the OBEC. The research sample consisted totally of 468 educational personnel from 78 secondary schools were asked to participate. Analyzing the structural equation model (SEM) and linear model analysis use chi-square statistics: χ2, RMSEA, GFI, and AGFI by LISREL statistical software.

In the confirmation stage, we confirm that the developed model of the selected factors influencing the IEPA is true by interviewing nine experts in the educational field. The findings were as follows: 1) The causal relationship model was created from the cause variables, which are the academic leadership of the administration, the school climate, the teacher's competency, and the participation of stakeholders. 2) The causal relationship model was consistent with the empirical data, as demonstrated by the following fit measures: RMSEA = 0.034, GFI = 0.98, and AGFI = 0.95. With the confirmation of nine experts, the results of the model analysis were valid. 3) This research provided the guidelines for developing the selected factors that directly influenced the effectiveness of IEPA based on the MEC in secondary schools under the OBEC. In addition, the research showed that the academic leadership of the administration, the school climate, the teacher competency, and the participation of stakeholders were the selected factors that directly influenced the IEPA.
