The objectives of the research 1) To study the overlapping state of provincial administration and local administration in the area of 8 provinces in the upper northern region. 2) To study factors affecting the overlap of local government and local government for the region in the area of 8 provinces in the upper northern region 3) To propose an overlapping management approach with local government in the 8 provinces in the upper northern region. The researcher conducted a study in the form of qualitative research. from the study of relevant documents In-depth interviews with 25 key informants.

Factors affecting for the overlapping of provincial administration and local administration. Regional factors affecting overlap in leadership the local government system must determine the qualifications for local politicians to operate at their full potential.
