Abstract

The objective of this research is 1) to study the implementation of appropriate housing modification for the elderly by the Chongsammor Tambon Administrative Organization and 2) to propose guidelines for the development of appropriate housing modification for the elderly by the Chongsammor Tambon Administrative Organization, Kangkrow district, Chaiyaphum province. The researcher applied a qualitative research methodology, applying concepts such as policy implementation, co-production, and suitable housing for the elderly as frameworks for the research. Data was collected through in-depth interviews with 15 stakeholders from both government and community sectors, non-participatory observation, documentary research, and focus groups. The data was analyzed qualitatively using content analysis and triangulation.

The result revealed that although the renovation of elderly housing has been completed, the outputs of the operation have not met the defined criteria for suitable and safe living conditions. This is due to discrepancies between objectives, methods, and indicators, as well as gaps in the capabilities of Chongsammor Tambon Administrative Organization and economic factors, which have contributed to low policy outputs. However, social factors have facilitated the completion of implementation. Therefore, this research proposes development strategies such as the formulation of new policy designs, enhancement of local governance capacities, and extensive co-production.
