The 21st-Century Leadership Development Strategies for Master's Students in Educational Administration in the New Normal

The purposes of this research were to study the current and desired conditions of strategy development, evaluate strategies, propose guidelines for putting strategies into practice, and prepare policy proposals. In the present study, an interview form with educational experts. The questionnaire was a semi-structured interview to create a conceptual framework and synthesize 14 variables. This quantitative research was carried out based on six elements of leadership in the 21st century. Data were collected from graduate students in the central region including 19 universities. The universities were selected using the simple random sampling. The 275 students from 10 institutions participated in this study. Qualitative research methods were also used to propose guidelines for putting strategies into practice and to prepare policy proposals. The results of the analysis of the needs for leadership development in the 21st century show the priority levels (MDF) including a vision for change, self awareness, adaptation and flexibility, creative thinking, digital communication and communicative. Besides, the participants reported the six important strategies: 1) learning in a digital society based on knowledge, 2) adjusting the mechanism for communicating positive attitudes, 3) developing adaptability and flexibility in thinking, 4) creating innovative ideas and creativity skill, dare to think differently 5) developing as a thought leader and have self-awareness, and 6) reviving the vision and lead changes in 18 secondary strategies. The research results will serve as guidelines for enhancing the development of leadership attributes and as a roadmap for planning and presenting leadership development strategies in the 21st century in the era of new learning paradigms. This will enable more effective learning management.
