NEW APPROACHES TO PUBLIC ADMINISTRATION THAT AFFECT HUMAN RESOURCE DEVELOPMENT OF A SPECIAL FORM OF LOCAL GOVERNMENT ORGANIZATION, BANGKOK

The purpose of this research is to study the level of new public administration and human resource development of special local administrative organizations in Bangkok 2) the relationship between the new public administration and human resource development of special local government organizations in Bangkok and the structure of the relationship between the new public administration model and human resource development of special local government organizations in Bangkok. The population used in this study consists of civil servants, employees, and employees of special local government organizations in Bangkok. A sample of 2,313 people from a total population of 30,871 people. The method of purposive sampling was used as a survey research. The tools used in the research for collecting data were collected in the form of questionnaires. and analyzed with statistical packages, including frequency distribution, percentage, mean, standard deviation, and canonical correlation analysis.
Research results : The new approach to public sector management and human resource development emphasizes results-oriented public sector management. Measurement of performance in decentralization and subdivision into different departments, competition, work in contract or contract-like formats, financial management and accounting, transparency at a moderate level, and in the aspect of imitating private sector management, in emphasizing the customer, in having responsibility, in the participation of citizens at a high level, and in developing human resources of the special type of local government organization in Bangkok, in the aspect of developing competency in commitment to the organization in creating a learning organization, in providing incentives and in performance is at a high level. The relationship between new public management and human resource development results in the same direction.
