Abstract

The objectives of the study were: 1) to examine the circumstance of digital government policy mobilization in the government data management and disclosure of government data through digital systems of the Digital Government Development Agency (Public Organization); 2) to investigate the factors affecting the digital government policy deployment in government data management and the disclosure of government data through the digital system of government agencies; 3) to explore the guidelines for mobilizing the digital government policy in government data management and the efficient disclosure of government data through the digital system of government agencies. This qualitative research employed content analysis from related documents and research papers, participatory observation, and in-depth interview with 20 key informants including 5 executives, 5 experts and 10 officers from the Digital Government Development Agency (Public Organization) and government agencies. The results showed that: 1) The circumstance of digital government policy mobilization in the government data management and disclosure of government data through digital system relied on the centralized approach in accessing open government data for public use and people’s participation in decision-making of national development policy. 2) The factors affecting government data management and the disclosure of government data through digital system was unreadiness of government agencies, especially lacking integration of data linkage and synchronization between government agencies and officers lacking digital literacy. 3) The guidelines for efficient government data management and disclosure of government data through digital system of government agencies were good governance of data at the government unit, MOU for data linkage and synchronization among government agencies, security measures in using digital system, and developing digital literacy for government officers.
