THE OPERATIONAL DEVELOPMENT OF DIGITAL LITERACY FOR TEACHERS AND EDUCATION PERSONNEL AFFILIATED WITH NONTHABURI’S SECONDARY SCHOOL

The aims of this study were to 1) study current conditions, desirable conditions and priority need of digital literacy at a secondary school in Nonthaburi and 2) study the guidelines of digital literacy for teachers and educational personnels at a secondary school in Nonthaburi. This study was mixed methods learning from the theories of Office of the Civil Service Commission and Thailand Professional Qualification Institute (Public Organization). The participants in this study were 135 teachers and educational personnels selected by total sampling. The instrument used in this study includes a five-rating scale questionnaire with 6 points; understanding, access, communication, cooperation, security, and the guidelines of digital society. The statistics for analyzing the data were percentage, mean, standard deviation, and Modified Priority Needs Index about need assessment, and priority need index (PNIModified).
The study revealed that: 1) current conditions of digital literacy, for all aspects, was at a high level, desirable conditions of digital literacy was at a highest level and priority needs for digital literacy, for all aspects, was at the highest level in understanding point. 2) the guidelines of digital literacy improvement for teachers and educational personnels at a secondary school in Nonthaburi informed by main five people were seven guidelines of understanding, eights guidelines of access, twelve guidelines of communication, ten guidelines of cooperation, ten guidelines of security, and eight guidelines of digital society in total fifty-five guidelines.
The results of this research showed the information about the levels of knowledge and understanding of teachers and educational personnel about digital literacy skills as information technology; moreover, the guidelines for school administrators integrating for teacher and educational personnel improving policy.
