Abstract

This research aims to 1) study the smart port policy of Chon Buri Province, 2) study the development of a smart port in Chon Buri Province and, 3) propose a smart port model and connectivity in Chon Buri Province. This research is qualitative research. Data were collected through in-depth interviews with two groups of key informants. They were 1) Group of senior executives of government agencies in Chon Buri Province involved in the development of a smart port in Chon Buri Province: 20 people, 2) stakeholders who were involved in factors driving success in the development of smart port in Chon Buri Province: 20 people, and 3) group discussions with representatives of government organizations, the private sector, port transportation operators, community leaders, and community members: 15 people

The research results show that: 1) Smart Port Policy of Chon Buri Province is the presentation of the policy for promoting smart cities. Chon Buri Province has infrastructure readiness. There is flexibility due to a comprehensive and diverse transportation network system. Chon Buri Province has a good inter-town travel network. 2) Development of the smart port in Chon Buri Province, Regarding the current conditions of smart port show lack of data integration between related organizations and full collaboration from private sectors, limited budget, and inconsistency between applicable laws and smart port policy. As well as problems with the existing infrastructure in the area, it is difficult to understand the complexity of the area and the problems of port development. 3) The smart port model and connectivity in the area of Chon Buri Province was to develop Thai ports to be an economic center of the region and increase the competitiveness of the industry and international trade, Therefore, government missions should be transferred from the central government to the local government. Promote cooperation between the government, private and public sectors. Support and promote the province to take action on its own so that it can drive success in developing the smart port in Chon Buri Province more efficiently.
