POLICY OF ONLINE LEARNING SYSTEM DEVELOPMENT FOR INEQUALITY REDUCTION

This qualitative research aimed to: 1) study the policy of online learning system development for inequality reduction from the past to the present; 2) identify the components affecting the policy of online learning system development for inequality reduction; and 3) suggest the proposed policy to develop online learning system to reduce inequality.
The research results indicated as follows: 1) In the past, the online distance learning system via satellite was used to reduce educational inequality. However, due to the pandemic situation, normal teaching and learning practices could not be operated. Thus, the online learning policy playing more roles and various channels of learning, was introduced. 2) There were four important components affecting the policy of online learning system development for inequality reduction which were consisted of domicile or area, family social and economic status, family condition and culture, and technological differences. 3) The proposed policy to develop the online learning system for inequality reduction comprised: (1) For learning management in pandemic situations, it is advisable to integrate a variety of learning patterns together. (2) For operation measures and guidelines for the Ministry of Education, it is advisable to set clear objectives based on authentic data and focus on the integration of implementation. (3) For teaching and learning management via various information networks and systems, it is advisable to identify appropriate teaching and learning processes, and create collaboration between government, private, and public, in particular, students’ parents. Moreover, it is advisable to create opportunities and channels in which all sectors are equitably and equally accessible. (4) For online learning management and organization to reduce inequality, it is advisable to focus on area-based educational management.
