MANAGEMENT OF PLASTIC SCRAPS TO BE TRANSFORM INTO NEW MATERIALS MANAGEMENT OF THE ROYAL THAI CUSTOMS DEPARTMENT UNDER THE NATIONAL STRATEGIC FRAMEWORK FOR 20 YEARS

Abstract

The purpose of this research were: 1) to study the problems and obstacles in the management of plastic scrap imports to be converted into new materials by the Customs Department under the framework of the 20-year national strategy; 2) To study the factors that will promote the management of plastic scrap imports to transform them into new materials in accordance with the management regulations of the Customs Department; and 3) to study the management guidelines for importing plastic scraps to transform them into new materials to be more efficient. This study was researched using qualitative research methods. Data were collected by documentary study and in-depth interviews from key informants including 7 Customs Department officers and 6 private entrepreneurs.

The findings were revealed as follows: 1) Customs offenses involving both false declarations and falsification of documents for inspection and control of the import of plastic scraps are therefore difficult to implement, applying for a license to import plastic scraps requires the preparation of a large number of documents, which have many agencies. and the operating guidelines are inconsistent and in the same direction Product release issues are multiprocess and take too long, the problem of the officers is not enough to control the audit, operators encounter problems that various benefits or policies cannot be used in practice; 2) Factors that promote effective management, include supporting factors in terms of clear laws and regulations. Linking information between customs within the relevant departments both at home and abroad factors for improving service quality by allowing operators to present problems, obstacles and suggestions for the Customs Department to improve its operations The communication factor in the work process should be speedy clear and to the point and human resource management factors There should be a manpower allocation and the creation of quality human resources; and 3) The government sector should have clear policies and have to monitor and control compliance with relevant laws. as well as improving the laws on plastic recycling to accommodate changes in the situation of plastic waste. and the adoption of technological innovations in the monitoring of the removal of plastic waste products from the free zone to produce in factories outside the free zone. Including training for staff and knowledge management within the agency.
