Abstract

Prior studies were the separation between leadership concepts and strategy planning and strategy implementation concepts, and there was rarely a study of leadership in strategy planning and strategy implementation in the public sector organizations. To expand the scope of existing studies, this article integrates knowledge from two views: leadership and strategic management. The objective of the article is to develop conceptual proposals of leadership styles that are critical to the success of strategy planning and strategy implementation. It was a qualitative research. Information was gathered using documentary studies on the results of research studies according to the selected criteria. Data analysis was done with thematic analysis.

The study found that conceptual proposals of leadership styles being critical to the success of strategy planning and strategy implementation in the public sector organizations, including teamwork leadership, charismatic leadership, transformational leadership, cultural leadership, organization learning leadership, and partner leadership. Therefore, there should be research and empirical testing on such leadership styles for executives of Thai public sector organizations and executive development courses for top, middle and junior executives on leadership in strategy planning and strategy implementation.
