LEADERSHIP AND GOOD GOVERNANCE PRINCIPLES AFFECTING WORK PERFORMANCE EFFECTIVENESS OF KAMNAN AND VILLAGE HEADMAN IN MUEANG LOPBURI DISTRICT LOPBURI PROVINCE

Abstract

This research aims to: 1) study the level of work effectiveness, 2) analyze the factors of leadership qualities and governance principles affecting work effectiveness, and 3) propose strategies for developing the work effectiveness of village heads in Mueang Lopburi District, Lopburi Province. The research utilizes a mixed-method research design with a sample population consisting of four hundred residents aged eighteen and above residing in Mueang Lopburi District, as well as interviews with five government officials and ten community leaders, totaling fifteen participants. The research tools include questionnaires and interviews, and the data is analyzed using descriptive statistics such as frequency distribution, percentages, means, standard deviations, and multiple regression analysis.
The findings of the research are as follows: 1) The overall level of work effectiveness is found to be the highest, with the highest average scores in all seven aspects, namely efficiency and value creation in public tasks, followed by streamlining work processes, regular performance evaluations, generating public benefits, providing convenience and meeting the needs of the public, and achieving the least average score in terms of the impact of government tasks. 2) The analysis of leadership qualities and governance principles affecting work effectiveness identified 6 factors: decision-making, communication, ethics and morality, fairness, transparency, and accountability. These factors significantly influence the work effectiveness of village heads, with a significant statistical correlation of 75.2% at the 0.05 level. 3) Recommendations for improving work effectiveness include establishing a committee to oversee operations and activities, adhering to regulations and criteria, setting a good example, and utilizing modern technology.
