HUMAN RESOURCE DEVELOPMENT AFFECTING PERFORMANCE EFFICIENCY OF CORRECTIONAL OFFICERS OF KLONG PREM CENTRAL PRISON BANGKOK

The objectives of this study were 1) to explore effectiveness level of correctional officers’ performance, 2) to analyze human resource development activities affecting work effectiveness of correctional officers, and 3) to propose guidelines for improving performance effectiveness of correctional officers at Klong Prem Central Prison Bangkok. The research methodology was mixed method. The study conceptual framework was applied from concepts and theories of Nadler and Nudler ; Moral and Ethical Standards for Correctional Officers B.E.2550. The study population used were 250 correctional officers of Khlong Prem Central Prison Bangkok. The sample size of 152 correctional officers was determined by Krejci & Morgan table, and 5 experts were interviewed. The study instruments were questionnaire and interviewed form. The reliability of the questionnaire was .92. The interviewed data were analyzed using content analysis. Statistics used for data analysis were frequency, percentage, mean, standard deviation, and multiple regression.
The study results indicated that 1) The overall of performance effectiveness level of correctional officers was at a much level. When considering each aspect in order of mean from high to low showed that 8 aspects were at much levels consisted of performing duties with honesty, integrity, sacrifice and patience, upholding principles of fairness and equality for individuals both inside and outside organization, maintaining reputation of self and organization, strict compliance, transparency and accountability, development of competence for driving organization towards excellence, living with self-sufficiency and being a good role model, working as a team for efficiency and effectiveness, and smiling face and willing to serve. 2) The analysis results of human resource development activities affecting performance of correctional officers showed that training factors, education, and development affected work performance of correctional officers in Klong Prem Central Prison Bangkok at 75.6% with a statistically significant level of .05. and 3) Guidelines for improving the performance of correctional officers at Klong Prem Central Prison Bangkok should be as following: 1) emphasis on work training for developing correctional officers, 2) executives should be a role model in work performance, 3) creating morale for development and performance, and 4) supporting budget for knowledge searching of correctional officers.
