FACTORS AFFECTING THE EFFECTIVENESS OF GOVERNMENT ADMINISTRATION IN THE MIDST OF THE CORONAVIRUS PANDEMIC 2019 IN PATHUM THANI PROVINCE

Abstract

This research focuses on the effectiveness of government administration in the middle of the coronavirus pandemic of 2019 in Pathum Thani Province as a guideline for solving problems arising from the epidemic. This has the goals of 1) researching the level of administration effectiveness.2) Analysis of management factors affecting the effectiveness of management 3) To propose guidelines for management effectiveness. This research was mixed-methods research. The conceptual framework uses the concepts and theories of Akin, Rapeepat, Cohen, and Uphoff. The province of Pathum Thani had a population of 1,163,604 people.The sample group consisted of 400 people. The qualitative research population consisted of five experts chosen using a specific sampling method.The quantitative research tools were the questionnaire and the interview. The questionnaire had a confidence level of.92.And content analyzes and summarizes quality data.Statistics for data analysis were percentage, mean, standard deviation, and multiple regression analysis. According to the findings of the study, 1) the administration's effectiveness was mediocre.When considering each part, the average from most to least found that four parts were middle level. Finding the problem and its root cause was average. Next were operational planning and operations. Performance monitoring and evaluation were below average. According to the analysis of management factors influencing management effectiveness, the seven factors of public relations information, defense processes, budgets, materials and equipment, politics, law, and communications technology had a 99.1% effect on management effectiveness with a statistical significance of.05 level.And 3) In order to reduce the risk of death for people and people at risk in the COVID-19 epidemic situation, the following guidelines for management effectiveness should be followed: 1) Proactive work 2) Establishment of the Coronavirus Infectious Disease Management Center 3) People involved must have a public mind and social responsibility.
